بيان تظاهرة #الكفالة_عبودية

للسنة التاسعة على التوالي، نجتمع معًا، عاملات منازل مهاجرات وأفراد ومنظمات مؤيّدة لهنّ، للسير في مظاهرة مطلبيةً بمناسبة عيد العمّال واليوم العالمي لعاملات المنازل.

منذ تسع سنوات حتى الآن لا زلنا نطالب المطالب نفسها، دون أن نلمس أي تغيير أو جدّية في الاستجابة لمطالبنا. وإن شهدنا تغييرا فهو في ازدياد عدد الانتهاكات والإساءات اللّاحقة بعاملات المنازل.

خلال كل هذه الفترة لم تبدِ السلطات ولو لمرّة واحدة استعدداً فعلياً للعمل على حل المشكلات الناتجة عن نظام الكفالة. لم يأخذ أي طرف من أطراف هذه السلطة خطوة جديّة لتأمين الحماية القانونية لعاملات المنازل. كما لم تتم أية معاقبة فعلية لصاحب عمل أو مكتب استقدام معنّف ومسيء. إضافة الى حالات موت العاملات التي لم يتم التحقيق فيها بشكل دقيق وشامل.

وعلى الرغم من أننا تعبنا السير في كل سنة للتذكير بالمطالب نفسها، إلا أننا سنعود ونسير هذه السنة كما السنوات الماضية. لن نسمح بالتغاضي عن التمييز والعنصرية اللّاحقة بعاملات المنازل، لن نقبل بالتستر على أعمال العنف التي تطال عاملات المنازل، أو التراخي بمحاسبة الذين/ اللواتي تسببوا بهذا العنف. سنسير لنرفع الصوت ضد الانتهاكات والإساءات الواردة أعلاه وللمطالبة بالتالي:

أولاُ: إلغاء نظام الكفالة المقيّد للحريّات واستبداله بنظام عادل، يمنح عاملة المنزل حق ترك العمل والإقامة على الأراضي اللبنانيّة بشكل قانوني الى حين ايجاد عمل آخر

ثانياً: وقف الإحتجاز اللإداري لعاملات المنازل ضحايا العنف والإستغلال، الأمر الذي يمنع وصولهن الى عدالة حقيقيّة.

ثالثاَ: مراقبة عمل مكاتب الإستقدام والتشدد بمعاقبة كافة المنتهكين والمسيئين لحقوق عاملات المنازل

رابعاً: تصديق اتفاقية منظمة العمل الدولية رقم 189 والعمل بروحيّتها الى حين ذلك

لذا نسير ضد العنف، ضد القمع، ضد التمييز، وضد الإستغلال

وندعوكم/ن لأخذ موقف واضح وصارم ضد العنف، والاستغلال، والانتهاكات، والإساءات اللّاحقة بعاملات المنازل من شتّى الأطراف، والسير معنا لإعلاء الصوت والتنديد بالإنتهاكات الجسيمة والمتزايدة.

Protest #kafala_is_slavery

For the ninth year in a row, migrant domestic workers, individuals, and supporting organizations gather to march on the occasion of Labor Day and International Domestic Workers Day.

Although nine years have passed, we are still voicing the same demands with no visible progress or change. The number of violations and abuses faced by domestic workers is increasing as abusive employers and recruitment agencies continue to act with impunity, and the deaths of workers fail to be thoroughly investigated. Lebanese authorities have not undertaken a single effort to resolve the numerous issues resulting from the sponsorship system. No serious step has been taken to ensure the legal protection of domestic workers.

Each year we will continue to firmly call for our demands until they are met. We cannot accept or tolerate the discrimination and racism against domestic workers. We cannot remain silent in the face of violence against domestic workers, and we cannot accept domestic workers' lack of access to justice. We must raise our voices against all violations and abuses.

We therefore demand:

First: To abolish the sponsorship system and replace it with a just and fair system which guarantees domestic workers the right to resign from work, legally remain on Lebanese territory, and seek alternative employment.

Second: To stop the administrative detention of domestic workers who are victims of violence and exploitation and to ensure access to justice.

Third: To monitor the practices of recruitment agencies and tighten the punishment of all violators and abusers of domestic workers' rights.

Fourth: To ratify the ILO Convention No. 189 and abide by the standards it sets.

We march against oppression, against discrimination, and against injustice.

We call upon you to take a clear and firm stand against violence, abuse and the exploitation of all domestic workers, and to walk with us to raise our voices to condemn these grave and increasing violations.
