As a member of 3 iatse locals -- The 829 (NY) system seems fair and logical, the 891 (Vancouver) system seems fair and logical, the 800 system seems much in need of scrutiny. Thanks for this investigation -- and any serious re-thinking on how 800 can accommodate the international realities of design work in a relentlessly international industry.

I am in agreement that a study is needed to create a more appropriate Dues Structure for our membership at this time. Since Hollywood has changed the way it does business, our Union also must adapt to stay vital in this global industry. I believe that the 450 Bank of Hours and the 400 needed for MPI Health Insurance should also be evaluated in this study at this time. (90048)

Great initiative. There is nothing fair about basing the dues on a hypothetical "scale"; some people earn overscale, some people are not working and are not earning anything. How is it fair that someone working a few weeks a year pays more dues that someone working on staff position, earning every day of the year, based on a scale that neither one is earning? People should pay according to how much they earn doing the activity covered by our Collective Bargaining Agreements. And without a cap. To me a cap defeats the point of having a percentage based dues system. I'd just have percentage of income. Period. Otherwise it'd be as if the IRS instead of bumping up your bracket as you earn more, it'd cap your taxes at a certain amount, lowering the final percentage paid by the highest earners: the opposite of fair. The DGA has a percentage based system and they manage to police it and to make it work (with a minimum amount of dues to pay if you haven't had income).

I am for a study of the current dues assessment as it is currently being administered towards a better fairness and equality with our membership. I favor an umbrella baseline dues rate which covers the IATSE per capita, paid at the beginning of the budgetary year. This will cover yearly membership for all to remain in good standing. If you work during any of the four quarters you would pay only a dues rate tied to a percentage of the earnings based on the scale rate of the contract with which you are working under at the time. The percentage rate will be deducted from your paycheck at the time it is earned by the payroll company and deposited with the Union. If you make an overscale rate, no percentage will be taken from the overscale as I see it as a bonus for perhaps your talent , years of experience, ongoing relationships with the company, etc. In the long run, Yes, let us study and come to the table with a framework that works for the equity of all members and with promotes growth within our guild.
