“ Innocence Law “ We the people of The United States Of America petition the State for stronger laws against Sexual Predators and Child Molesters‘, Although We are happy that some States adopted the “Jessica’s Law” We feel that the Laws for Past, Current and Future Offenders are far to weak. So today we ask you to make into law an Electronic Monitoring System. We believe this will work in everyone’s favor with the description I have written. A. Authorities would know where offenders are at all times. (Protecting the Offenders Rights of being falsely accused). B. Eliminate wasteful time of searching for suspects. (Saving American’s tax dollars). C. Mandating offenders to pay restitution to their victims by paying a fee for the monitoring device. (Half to the victim and half to the States Revenue). (Lowering taxes for the American Citizens). A recent study has proven that 80,000 child sex crimes are reported yearly. This number is 80,000 to many and we believe with this device this type of crime would decrease by at least 85%. The growing number of nearly 500,000 registered offenders in the United States. We Believe this number is well to high for these offenders not to be monitored electronically. It’s been proven that not all offenders required to register actually do. In Logansport, Indiana an offender was arrested and charges with a Class D felony for failure to register . This is another proven fact that our children need to be protected far better then they are today. It is a tragedy that a four year old girl was taken from her home on May 2, 2010. She was sexually assaulted and strangled with the intention of leaving her for dead and no clues to whom the attacker was. If the electronic monitoring system was in place this investigation would clearly be near an end and the Citizens of Logansport would be able to sleep at night known that their precious innocence would be a little safer at night. Citizen of the United States would know that they too would be able to sleep better at night. We the Undersigned hear by petition our State to make this into Law so our precious innocence would not have to bear the nightmares that these offenders cause. After all their innocence have been striped away from them in the worse possible way. Help Us Help Our Precious Innocence. Written on this day 14 May 2010.

YES. They should pay for their own monitoring. Why should tax payers foot the bill for someone who hurt a child?
