Also please change legislation for the bettors. It is not fair to lose a wager when a horse breaks down. The claim is voided for the owners. Why not the bettors?

Please also work on making rules universal throughout North America. We need a commissioner overseeing a true association. Perhaps the NFL model would be a good benchmark.

Also stop the jockey clubs from fixing races its getting so blatantly clear the way they ride their mounts that they are running to predetermined outcomes

also surveillance on no more bets accepted after the race starts. Computers today are instantaneous, odds should not change after a race starts, unless soneone bets after the race starts.
