Resolution Impeaching Susana Martinez, Governor of the State of New Mexico, for High Crimes, Corruption and Malfeasance, 1/19/2016

Resolved, That Susana Martinez, Governor of New Mexico, is impeached for high crimes, corruption and malfeasance, and that the following articles of impeachment be exhibited to the New Mexico State Senate:

Articles of impeachment exhibited forthwith in the House of Representatives of New Mexico in the name of itself and of the people of New Mexico, against Susana Martinez, Governor of New Mexico, in maintenance and support of its impeachment against her for high crimes, corruption and malfeasance.

Article I

In her conduct while Governor of New Mexico, Susana Martinez, in violation of her constitutional oath faithfully to execute the office of Governor of New Mexico and, to the best of her ability, preserve, protect and defend the Constitution and laws of New Mexico, and in violation of her constitutional duty to take care that the laws be faithfully and equally executed, has willfully corrupted and manipulated the lawful proceedings of New Mexico, impeding the fair and equal administration of justice. […]

Article II

In her conduct while Governor of New Mexico, Susana Martinez, in violation of her constitutional oath faithfully to execute the office of Governor of New Mexico, and to the best of her ability, preserve, protect and defend the Constitution and laws of New Mexico, has willfully engaged in corrupt practices and has supported and failed to eliminate or rectify rampant corruption undertaken by her close advisers and members of her administration, which has led to whistleblower lawsuits and a situation of ongoing investigations into these corrupt practices by the United States federal government. […]

Article III

In her conduct while Governor of New Mexico, Susana Martinez, in violation of her constitutional oath to faithfully execute the office of Governor of New Mexico, and to uphold the constitution, has served special interests and pursued partisan political agendas in contradiction to the well-being and safety of the people of New Mexico, violating our constitutional principle of popular sovereignty, whereby all political power is vested in and derived from the people and is instituted solely for their good. […]

Article IV

In her conduct while Governor of New Mexico, Susana Martinez, in violation of her constitutional oath to faithfully execute the office of Governor of New Mexico, and to uphold the constitution, has served special interests and pursued partisan political agendas doing grave damage to the water, air, land and natural resources of the people of New Mexico upon which their health and survival depends, further violating our principle of popular sovereignty enshrined in the state constitution, whereby all political power is vested in and derived from the people and is instituted solely for their good. […]

In all of this, Susana Martinez has undermined the integrity of her office, has brought disrepute on the Governorship, has betrayed her trust as Governor and has acted in a manner subversive of the rule of law and justice, to the manifest injury of the people of New Mexico.

Wherefore, Susana Martinez, by such conduct, warrants impeachment and trial, and removal from office and disqualification to hold and enjoy any office of honor, trust or profit in the State of New Mexico.
