A mayor or other elected official may only be impeached or removed from office "in the event of mental incapacity, incompetency, neglect of duty, malfeasance, mismanagement or for any corrupt act or practice," according to Pittsburgh's Code of Ordinances.




At least 20 qualified electors must submit a written petition to the Court of Common Pleas. The court then has the option of appointing a citizen investigating committee to make a written report to the court based on the allegations. If the committee finds the charges "well founded," council sits as a court and a Court of Common Pleas judge presides in an impeachment hearing.



"If the accused is found guilty of any charge specified, the court shall enter an appropriate judgment and declare the accused's office vacant," according to Pittsburgh law.
