I blame the owner and management of this business/property - while these types of facilities are needed, if they are not properly supervised and managed (as this fits that criteria) the business needs to be shut down and the residents removed.

My objection is to the management. We need to have proper oversite of these facilities. I have young children and I am concerned about their safety.
