There are many sensible things that can be done to encourage Hong Kong people to get vaccinated. One of them is to keep people out of QCs and if necessary let them quarantine at home for a significantly reduced time if they were a close contact.

I have done 21 days in hotel before and now am fully vaccinated. I can't imagine having to do it again, despite my status, based on capricious and poorly planned rules, Home quarantine is the sensible and humane solution.
