Non-sense to bring everyone to QC.
Why not looking at how other successful countries manage it... without such drastic and dramatic measures ?!

The hygiene conditions of the camps /hotel for quarantine are in doubt, and in view of the inconvenience so caused, the residents should be allowed to stay home for the quarantine

Let’s be efficient at stemming COVID infection rates and at the same time consider mental health issues 21 days quarantine is not reasonable.

Fully vaccinated people need to be seen to be offered incentives, otherwise there is zero point to getting the vaccine and getting HK up and running again. Keeping people imprisoned for 21 days with no air or exercise is an absolute outrage.

tests, test, tests - that would work better than 21 days quarantine in a camp... yes make people tests in day 0, 7 and 14 (just in case) but leave them at home
