Strongly recommend HK allow self-quarantine at home, if the home is suitable for the whole family, and self-contained (e.g. kitchen, bathroom, not shared with other homes).
I think HK Govt is overreacting based on the Amoy Gardens incident during SARS, where infections spread within the building due to the plumbing. If there are signs of spread within the building, despite distancing and good hygiene, then perhaps extraordinary measures are necessary.
However, where there is just a single infection, and the only concern is community spread (not transmission through the building itself), then home quarantine should be entirely sufficient. Rounding everyone up and crowding them onto busses increases the infection risk, rather than abates it. Also, rushing them off to Penny's Bay, leaving work, families, pets, support arrangements in disarray, is just inhumane. The cost of the operation must be enormous too, and a drain on HK staffing. Surely there can be an effective self-quarantine at home, where people have control over their family and work life - a better, cheaper, safer and more humane option.
Why not give people this option?
If there is not enough space for the whole family to live there 24/7, or they have shared bathrooms, etc, then they exercise the option to go to Penny's Bay.

We need a more practical approach to quarantine. PLUS VACCINATION SHOULD FACTOR IN TO ENCOURAGE PEOPLE TO GET VACCINATION!
