WHITNEY OAKS COMMUNITY ASSOCIATION (WOCA) has held monthly board meetings as of January 2013 to DISCUSS SPEED CONTROL within the Hillcrest and Clubhouse Communities at Whitney Oaks. In March 2013, the board DISCUSSED the installation of SPEED LUMPS in several locations within the Hillcrest/Clubhouse Communities. In April 2013, the WOCA Board of Directors has approved the installation of two (2) speed lumps on Pheasant Lane in Hillcrest, and has indicated proposed locations of additional speed lumps along Hillcrest Drive and Clubhouse Drive. These discussions and decisions to install speed lumps within Hillcrest/Clubhouse Communities have not been posted in the January and February monthly Board Meetings Minutes located at the WOCA website. The March 2013 Board of Directors Meeting Minutes have not yet been posted at the WOCA website as of April 19, 2013, but via a WOCA telephone message on April 17, 2013, from the Association Manager, WOCA has decided to install the speed lumps beginning at Pheasant Lane in Hillcrest. The WOCA Board of Directors has not done a new traffic survey since 2004, at which time, Hillcrest Homeowners were against the installation of any speed control devices within Hillcrest. WOCA has not provided any new homeowner survey or findings that may have been discussed during the January, February or March 2013 Board meetings that would support a decision to install speed lumps in Hillcrest/Whitney Oaks.  The Board Minutes found at the WOCA website do not announce who presented the idea to install the speed lumps within Hillcrest, or why Hillcrest Homeowners may have come to desire speed lumps within Hillcrest.  The Board Minutes do not reflect the number of Hillcrest Homeowners who were in attendance of the January, February or March 2013 WOCA Board meetings to show a vote by Homeowners for or against the installation of speed lumps. WOCA has not provided sufficient notice of meeting to specifically install speed lumps, nor has WOCA provided absentee ballots to vote on this issue to install Speed Lumps within Hillcrest/Clubhouse Communities at Whitney Oaks. Hillcrest/Clubhouse Homeowners were invited to attend the January, February and March 2013 WOCA meetings to provide input, and now that the WOCA Board has made its decision to install speed lumps, WOCA has invited Hillcrest/Clubhouse Homeowners to attend the June 2013 meeting to APPROVE THE FINAL LOCATION FOR THE PLACEMENT OF THE SPEED LUMPS and ENTERTAIN PROPOSALS FOR THE SPEED LUMP INSTALLATIONS. The WOCA Board needs to provide the information that was introduced at the January, February and March 2013 WOCA Board Meetings that should have been provided in the WOCA Monthly Board Meeting Minutes at the WOCA website that encouraged the installation of speed lumps in Hillcrest/Clubhouse Communities. Then Homeowners who could not attend the monthly meetings would be informed of discussion and valuable information with regard to very significant changes to our community. This Speed Lump issue has not received adequate attention by all those concerned, i.e. the Whitney Oaks Homeowners. Furthermore what survey has been conducted since 2004 to determine the need of two (2) speed lumps along a short road of 500 feet! The installation of speed lumps could very well have a negative impact on our property values, and the sale of our property to potential homebuyers/owners. Please sign this petition to put a stop to the installation of speed lumps within Hillcrest/Clubhouse Communities at Whitney Oaks until further review, analysis and homeowners discussion and a vote has been offered.
