Please settle the court case against the Carney-Reid permit application for the much-needed senior living facility known as Lincoln Park Retirement Home Center, 4610 Lincoln Road, Blaine.
The Preliminary Long Subdivision Conditional Use Permit references are:
CUP2009-0021 and LSS2010-0002
The case is now before Snohomish County Superior Court, Case Number15-2-04222-8.
After Whatcom County Planning and Development staff and the Hearing Examiner both agreed that the Lincoln Park Retirement Home Project met ALL applicable criteria, with no public opposition to the Project (all who spoke at the hearing or submitted written testimony favored it), the permit was denied solely on the grounds that a short extension of an existing sewer line was “disharmonious” with the Comp Plan and development regulations in force at the time the application was vested.
To justify that position, county attorney Royce Buckingham has invented a novel – and erroneous – notion that Comp Plan policies and development regulations are mutually referential. In effect he’s claiming the Comp Plan is a regulatory document – a position contrary to settled state law. Most important, the development regulations in force when the permit was vested allowed the sewer extension the project needs.
Why force the property owners to spend thousands on this case, not to mention the county wasting thousands of taxpayer dollars? Especially since a senior living facility that will provide specially designed suites for Alzheimer’s sufferers is a severe need in our community. Alzheimer’s rates are now at epidemic proportions and the rate is expected to triple soon.
Please, settle this case and direct the PDS staff to grant the Lincoln Park permit application forthwith.

im still pushing on this even though the county is being stubborn about the sewer line issue. its frustrating to deal with these legal road blocks when everyone locally is on board but i am not letting this go.

this move is picking up some serious speed now and i am honestly blown away by the energy behind it. it feels like people are finally realizing why we need this facility so badly. lets keep this momentum going until they actually listen to us.

The Lincoln Park Senior Community project sounds like a great opportunity and service for seniors who live in north Whatcom County. It would be providing a continuum of care model--independent living, assisted living, and memory care all in one area.
Whatcom County residents need a state of the art facility that provides dementia care patients with outdoor recreation and outdoor therapy in a safe, holistic setting. Please settle the court case in Snohomish County Superior Court against the LPRHC in Blaine and allow construction of this badly needed facility to begin. Sincerely, Elisabeth Britt
A greater supply of housing for Alzheimer patients will bring the exorbitant pricing down by competition. It is wrong to deny that which was previously encouraged.
Our community needs a new high quality facility like this one. And the county needs to stop changing rules on the fly and wasting my hard-earned money to fight something they had been approving previously.
My mother and my wife's father suffered from Alzheimer's and we found difficulty finding a reasonable price and place to take either one in Bellingham. The county needs to be reasonable.
It is unreasonable of Whatcom County ti fight this and waste our hard earned money. Senior housing is needed and to block this is a slap in the face to all of us.
As a caretaker for my grandmother with Alzheimer's, our family found that it was very difficult to find care facilities for her in Whatcom County. Please do not appeal this decision and let this business be allowed to proceed without undue restrictions. As one of the council members who voted to approve the comp plan you are working from, I know it was never intended to prevent vested projects and you and your county planning staff and attorneys know this too. So please stop wasting taxpayer money fighting this.

I'm a Caregiver in an Assisted Living facility in Bellingham. I see first hand how important a facility like this is needed in the north county area. I plead you use your best judgment and allow this facility to proceed. It is so needed iin today's world. Thank you for your consideration of this important decision.
