Philadelphia police have been regularly able to commit acts of brutality without any consequences. Punishment has been avoided by the system of binding arbitration put in place by Legislative Act 111, which was passed by PA state legislature in 1968. This allows a third party arbitrator to ignore any punishment levied on the officer in question, and has more times than not led to police officers that were dismissed for their actions to be reinstated to the force with back pay. This act must be repealed and a new, more democratic system must be put in place to hold police accountable when they commit these acts of brutality.
