Friends and Family of Jan Forever: Deny Her Killer's Parole

Keep him in prison, where he belong!

I ask that the Parole Board DENY the parole request of convicted murderer Cesar Dizon

Jan Rubinstein was a fellow attorney and a good friend during my tenure as an Assistant Attorney General, Prosecution and Family Divisions in Guam. She was also frequently opposing counsel in many cases before the Court. She was a brilliant and dedicated advocate for her clients and for the People of Guam and we all suffer for her lost contribution and friendship. I frequently met Jan with her children and admired their close relationship and the joy they took in their time together. The selfish, personal, irrational, premeditated murder of Cesar Dizon in erasing her from their lives and her continued service to the Territory speak of an individual who will always be a risk to the Community of Guam, its people and her family. My supervisor whilst in the prosecution division, Honorable Frances Tyndingco-Gatewood, regularly reminded me that our criminal system has the roles of protecting the people from further harm, punishing the crime but still seeking to rehabilitate the same individual to safely return to society as a positive contributor. I use Frances' advice to this day and, in applying it to Dizon, cannot rightly assess that a man capable of such a horrendous act against an innocent in such public circumstances can be safely returned to society in this very short time. Please deny his parole request.

Your Honor, please put yourself in the shoes of the three surviving children of this woman who was shot execution style by this coward of a man who is seeking parole. He committed the ultimate crime by taking an innocent life. He does not deserve PAROLE.

Deny his parole! I am pretty sure he has no remorse when he pulled that trigger out of anger on losing his divorce and so he shouldn't be free NO MATTER what!

The circumstances of Dizon’s coldly calculated and premeditated killing of Jan Rubinstein show that he is capable of anything. He is a clear danger to the community and should never be released. This crime was not just a brutal and cowardly killing of a young mother. It arose senselessly out of Jan’s protection and defense as a capable young lawyer of Dizon’s threatened wife. It was an attack on an officer of the Court and on the administration of justice. It is impermissible for Dizon to somehow be set free to interact with and threaten Jan’s daughters and family. It is also impermissible that he be permitted to interact with and threaten the community as a whole, including Jan’s friends and colleagues in the legal community, the judiciary and in life. I knew Jan as a person who at 35 was growing in a caring and loving life and in accomplishment at what she did. It truly saddens me to think of not only who she was then and the impact at the time but who she would be now and what she would have accomplished in the past 20 years, which would have been a lot. Dizon is a threat and danger and must remain in prison and always bear consequences from his vicious act.

I knew Jan and I also knew her daughters and saw how her loss affected them. Mr Dizon is where he belongs and needs to stay there.

So young and vibrant. A successful lawyer and mother.. trying to help better a life, senseless act of murder.

Jan was a valued member of Guam's community who was committed to assisting those in need, as she was doing on the day she was murdered. Mr. Dizon actively chose to end her life in a premeditated manner and carried out the murder without regard to the consequences for Jan's children and the Guam community as a whole. By denying Mr. Dizon's request for release from his incarceration, the Parole Board can provide him with the continuing opportunity to serve as a deterrent to others considering similar criminal actions. Jan's family must endure her absence because of Mr. Dizon's decisions, and it is only fitting that he also continues to endure the consequences of his actions by remaining in prison.

he should spend the rest of his life in prison. No exceptions for any reason. He gave up his life the day he took her's.

This murderer must spend the rest of his life in prison for the cold blooded killing of a protector & defender of our laws and leaving her three innocent daughters and a family forever without the love & protection of their mother. Such cruelty & hatred toward life & laws cannot comprehend, appreciate nor deserve freedom.! Pls do not grant parole to Mr. Dizon

My prayers go out to the family and the eternal pain and loss that they feel.

I remember this story when I was a teenager. I cant imagine this guy ever getting out of prison. I have had the pleasure of enjoying my mothers company all these years, which is something this man has taken away from her three daughters.

Deny parole,for this murderer. Highly recommend the death penalty for Mr. Dizon. Do it ASAP please for his children and Jan.
