Dealing out insufficient consequence for the severe neglect, abuse, and death of animals all over the country, such as a light fine or a few hours community service, we as a nation are pardoning and encouraging the continued offense. these poor animals deserve so much better than what they get right now. sick of hearing about people getting away with murder for a pathetic fine.
