Every tree in my yard are loaded with these caterpillars and has killed my large blue spruce so sad can not use the yard as it sounds like its raining from them need help

I have one tree that provides shade on my back deck and these insects are invading it causing myself and my husband to have terrible reactions and rashes. The city needs to do something considering the amount we pay in property taxes!

This problem is going to last years. Numerous hectares of trees will be defoliated and die. Property values will decrease. Homeowners cannot even enjoy their property during the sumner months. We are getting allergic horribly itchy rashes. We are losing the battle trying to keep up with destroying them
