Support Parental Rights: Establish an ESA Pilot Program for California Homeschoolers

We, the undersigned, petition California lawmakers to protect parental rights and educational freedom by establishing an Education Savings Account (ESA) pilot program for homeschooling families.

As education continues to change, thousands of California families have started homeschooling as a focused, value-based, and customized alternative to traditional public schools. Every student is different, and parents recognize that public schools are not a one-size-fits-all best solution. However, many parents face financial barriers while deciding to homeschool, whether it be for curriculum, tutoring, testing, or other resources that their children need. Finances should not be a factor in planning for a child's best education, and therefore, if public school is not the best option, parents should be supported financially for alternatives like homeschooling.

What we are asking for:

We urge the California State Legislature, State Superintendent of Public Instruction, and Governor's Office to launch a pilot ESA program that would:

• Provide income-qualified homeschooling families with state funds for eligible educational expenses
• Enable parents to customize their children's learning experiences while keeping accountability and tracking educational outcomes
• Promote equity in access to quality education, not limited to traditional public schools

This pilot program would be implemented with oversight and transparency, while respecting the educational freedom and independence key to homeschooling. By starting with a pilot program, California can evaluate the program’s success and impact to make future decisions on expanding or changing the program based on evidence and demand.

Why it matters:

Parents deserve to give their children the best education available without being financially pressured. The next generation is dependent on children's education, and there is no price too high to pay. ESA Programs in other states, like Arizona and Texas, have evidence of positive results from supporting homeschooling families, particularly those from underserved backgrounds. California should follow the example by advocating for educational choice, not restricting it.
