Not only should it be illegal to take blood (or anything else) without a warrant, so should demanding, bullying or threatening someone else to obtain these items for the police.

Should be fired from doing any law enforcement. The best job he should be able to handle is Wal-Mart's associate.

I hope he is fired. But we all know that will not happen.

I believe that this officer was way out of bounds and people who follow his kind of policing of the citizens of our country need to be pulled from that job. They are the ones who make a bad name for the rest of the officers who follow the rules of LAW.

Jeff Payne and his supervisor should not be allowed on any job which requires public interaction.

This man has displayed a clear abuse of power. The nurse was professional and calm until he needlessly placed her under arrest with unwarranted physical force. He also is caught on tape stating clearly that he "was going to bring this hospital nothing but transient patients" this demonstrates that he is biased and descriminates againest the very core of people he should be protecting. This isn't a simple training issue, this is a root deep, ingrained issue. He needs to be fired! It's the police departments job to make sure they're policing their own from within so this doesn't happen. He's clearly a power monger who wields his authority like a weapon against innocent people when it pleases him.

This is an outrageous overstepping of authority. Then to have it justified by a supervising officer is disturbing on many levels. Public trust has been eroded. Reestablish it by taking these men off the force.

Corruption, thy name is this police officer. He needs a job as a garbage man where he can really take out the trash instead of what he thinks he does for a living.

This is why we have warrants!

Several officers should be investigated and fired for this. I would bet Det. Payne has a history of foreceful, bullied arrests. No way this was an isolated incident. He's a thug with a badge. Disgraceful.

His arrogance in the face of his own lack of preparedness in the form of a warrant is terrifying. He clearly has no concern for a citizens civil rights.

not just his actions of the arrest but his comments afterwards prove he doesn't need to ever be in Law Enforcement

How can we have trust in the police if they force a nurse to do something he couldn't or wouldn't get a warrant for.
