Jeff Payne demonstrated a total lack of proficiency, competence, and disregard for his responsibilities as a police officer representing the Salt Lake City Police Department, and a total disregard for the US Constitution. Moreover, he has proven that the only title he is worthy of is "Bully" who believes he is above the law. He should be fired, arrested, tried and convicted for abuse of police power, wrongful imprisonment, assault, disruption to the safe and orderly operations of a hospital, violating the 4th, 8'th and 14'th Amendments to the US Constitution, false arrest, obstruction of justice, and conspiracy to violate the law. He should be convicted and serve time. This "Detective" is a bully, punk, and a thug. This courageous nurse- the talented, professional woman Alex Wubbels should be heralded as a hero who was violently and brutally victimized by "Bully" Payne. Moreover, all the other officers who bore witness to Payne's ruthless brutality should also be fired also for their breach of duty to act and complicit behavior that was a gross dereliction of duty. Police officers and the law enforcement community will only regain trust when they are held accountable for abuse of power and misconduct. It is my hope that the Salt Lake City Police Department will take swift, proportional, and forceful action against "Bully" Jeff Payne and his complicit cadre of colleagues. "Bully" Jeff Payne should serve jail time AND I hope that this angel of a professional nurse holds "Bully" Payne and the entire Salt City Police Department accountable through a civil action to recover damages to compensate her for the torturous, brutal, and illegal treatment she was forced to endure at the hands of " Bully " Payne. Moreover, it is my hope that she recovers damages that will send a message to law enforcement departments across the nation and in Salt Lake City in particular that they are accountable to the same law they are sworn to uphold.
