PASS House Bill 12 & support early identification and assistance. Early intervention of services will reduce the financial burden posed in later years of a child's schooling.

K-3 Special Education Funding is a critical component of meeting the needs and building foundational skills for all children especially for children who learn differently. House Bill 12 needs to pass and should have been done a long time ago.

To ignore critical needs of children in early childhood education is not only morally unsound, but it is also financially irresponsible. We must identify our students' needs as early as possible to identify what resources will most benefit their growth, to ensure that educators are trained to meet these needs, to secure necessary funding. Early identification will aid our children, their families and our schools. To suggest otherwise is shortsighted and dismissive - two behaviors that SHOULD NOT be connected to the advancement of youth in our state. Jinni Forcucci 2018 DE Teacher of the Year

Providing special education to grades K -3 is extremely important. DE NEEDS to provide these funds immediately. Please look at the research and you will see how important this is.

If funding is available to help children with special needs at the primary level, they may not need as much support later. The earlier the intervention, the better!

It is important to provide funding for all children who are in need of special education services, but especially so for K-3 children. Letting them get an early start will benefit them even more.

As both teacher and citizen, I am ashamed that Delaware ignores our responsibility to nurture children with special needs at a most crucial time in their lives. Funding is the basic responsibility we have to students K-3. Many education decisions are based on "least restrictive environment"; no state funding for special needs offers no appropriate environment support.

You will not remediate special education students behaviors without early intervention. This is not a top down program. It must start as early as possible.
