I’ve thought this new rule was overbearing from the start. There is no reason to have this restriction when the snow blow isn’t clearing that day. These over restrictive rules, significant increase in property taxes over last ten years and decline in school system especially middle school has made has really made us start to consider moving outside of Rochester. Let’s get reasonable with our restrictions.

This parking ordinance is a prime example of how uninformed the City Administration and Council are with the ramifications of their actions. It is disingenuous for the City to be accepting a Gold LEED award designed to help buildings, communities and cities achieve high performance in key areas of human and environmental health. While at the same time the City’s implementing an ordinance requiring a relatively high percentage of city residents to move their cars every day for 7 months out of the year; wasting money, fuel, time and generating pollution. This ordinance is a contradiction of the intent and meaning of the Gold LEED award. It seems that a far less onerous and restrictive ordinance should have been adopted. One that would still allow the City to clear and clean the streets in a cost effective and timely manner. I recognize that if you have a three-car garage and large lot this ordinance doesn’t affect you at all. However, it has a disparate effect on sections of the city that have a relatively high percentage of existing housing with smaller lots, single car garages or none at all and narrow driveways. In addition, existing duplexes, twin homes, older rental housing and areas that have relatively affordable housing are also adversely affected. All this ordinance is doing is increasing pollution and transferring the cost, in money and time, to the residents rather than finding a creative solution that meets the needs of the City for snow plowing and cleaning and the needs of affected residents. A quick internet search indicated any number of software programs that could be set up and used to notify residents of restricted parking. In addition to saving residents fuel, money and time; it could facilitate and improve utilization of City personnel and access. PLEASE change this confusing street rule. We find it very draconian and more restrictive than other towns. It is also ridiculous that there is a street parking policy in October and April when Rochester RARELY has ANY snow! A more sensible approach would be to restrict parking (odd/even) only if we have snow on the roads so the plows have access. We don't need street sweep rules. The current policy just does not follow common sense; however it has caused a huge inconvenience for one hundred thousand people! It weighs more heavily on lower income neighborhoods who have less street parking availability already and cannot afford garages and driveways or they're tiny. Have you driven around looking for a parking spot, then try to walk a block with a heavy child on your hip, carrying a diaper bag, your purse in a bulky winter coat, not to mention possibly grocery bags? It has also been a real inconvenience for those of us with larger families and teenage drivers. In cul de sacs, we're not supposed to park in the circular part, but then the snow plows also take up a huge section of street and dump snow into piles, which removes more spots. Therefore, there are often 5 houses affected without ANY parking. Just where do they go? I strongly disagree with the way this policy was written. Not because there is a need should weather dump 12" of snow, which is unusual again, but for NO reason to even have that policy during months when Rochester rarely gets snow! 8 weeks of rules and parking fiasco "just in case" of 1 snowfall is not good policy. That's an exception. The other things we've discovered is that people who move here, don't even know of the policy. If the city is going to mandate this, then there needs to be signage on every block so young teenagers are aware that there is a policy. I strongly feel this policy is too far-reaching and sends the wrong message to us taxpayers in Rochester who pay the salaries of the snow plow

Perfect! That rule is out of touch with the ability to text or email people in today's age &/or with the media to let people know about a snow event emergency.

I know that in my neighborhood there aren't many of us that have double car driveways. Someone is always on the street due to work hours and what not. I think if we can limit this to weather emergencies it would save some stress.

Amend the current ordinance to snow emergency only. What is the point of an ordinance that does not benefit the community and we do not enforce?
