I would like to copy the plan from Zionsville where recycling bins are free for the residence and the money is taken out of property tax. This could help reduce landfill use, reduce water pollution and help reduce waste of natural resources.

YES PLEASE. way too much trash ends up in the bin that could be recycled if it wasn't so expensive.
I live in Fishers and would like to see this implemented here as well.
