Background:

On September 11, 2015, Nizar Zakka received an official invitation from the Vice President of the Islamic Republic of Iran (Click here to see the invitation) to attend a conference on Role of “Women in Sustainable Development - Entrepreneurship and Employment” in Tehran, where he was invited as a speaker, being an expert in ICT for Development. After the conference, as he was departing for the airport, on September 18th, to return back to Lebanon, he was kidnapped by Iranian security agents. Since then, he has been detained in Evin prison without due process, legal representation, or visitation from the Lebanese embassy in Iran, which are considered basic human rights and preserved under the Vienna Convention, of which Iran is a signatory. Nizar was also not allowed to be seen by his lawyer! More than six months have passed and Nizar's health is faltering. Nizar has been on a hunger strike since March 13, 2016.

Petition:

Shocked by the news of the kidnapping of Mr. Nizar Zakka, we wish to express our strong condemn against the human rights violation of Mr. Zakka. Mr. Zakka is a Lebanese citizen who has devoted his life to the development of ICT sector in the MENA region, and the use of ICT as a driver for development, and he occupies the position of Vice Chairman for the World IT and Services Alliance (WITSA), and before all, he is a father of three boys. His arrest is a violation to the fundamentals of human rights and we hereby express our support for him. We demand to immediately lift the injustice and give Nizar his right to be seen by his lawyer, by his country consul, and to know his fate. We are calling upon all government, and especially the Lebanese government, represented by the Lebanese Prime Minister PM Tammam Salam, and the Lebanese Minister of Foreign Affairs HE Gebran Bassil to maximize their efforts and work with all seriousness on the immediate release of Nizar Zakka. We are also calling upon all global human rights organizations to immediately interfere and start urgent and immediate moves in order to save Nizar's life first, and lift the injustice on him.

الخلفية:

بتاريخ الحادي عشر من ايلول/سبتمبر 2015، تلقى السيد نزار زكا دعوة رسمية من نائبة رئيس الجمهورية الاسلامية الايرانية (اضغط هنا لرؤية الدعوة) لحضور مؤتمر عن "دورالمرأة في التنمية المستدامة – الوظائف وريادة الاعمال" في طهران، اذ دُعي للتحدث خلال جلسات المؤتمر كونه خبيراً بمجال التكنولوجيا من اجل التنمية. بعد المؤتمر، في 18 ايلول/ سبتمبر 2015 وبينما كان نزار زكا في طريقه الى المطار للعودة الى وطنه لبنان، تم اختطافه من قبل عناصر امنية ايرانية. منذ ذلك الحين ونزار معتقل في سجن إيفين بلا اجراءات قانونية، ودون ان يسمح له برؤية ممثلي بلاده من البعثة القنصلية للسفارة اللبنانية في طهران، وهذا حق اساسي من حقوق الانسان مكفول بحسب اتفاقية فينا الموقعة من قبل الجمهورية الاسلامية الايرانية. كما ان نزار ما زال محروماً من حقه برؤية محاميه! اكثر من ستة اشهر مضت ونزار على حاله وصحته في تراجع. بدأ نزار اضراباً عن الطعام منذ 13 اذار/مارس 2016 وما زال عليه حتى اليوم.

العريضة:

بعد ان صدمنا نبأ اختطاف السيد نزار زكا، نود ان نعبر عن رفضنا الشديد للإنتهاك السافر لحقوق السيد زكا كإنسان. إن السيد نزار زكا هو مواطن لبناني كرس حياته لتنمية قطاع المعلوماتية والاتصالات في منطقة الشرق الاوسط وشمال افريقيا، واستخدام تكنولوجيا المعلومات والاتصالات من اجل التنمية، ويشغل منصب الامين العام للمنظمة العربية للمعلوماتية والاتصالات (إجمع) ومنصب نائب رئيس المنظمة العالمية لتكنولوجيا المعلومات والخدمات (ويتسا)، وقبل كل هذا: هو اب لثلاثة ابناء. ان اعتقاله التعسفي ووضعه الحالي وما يمر به هو انتهاك مرفوض لحقوق الانسان الاساسية وهنا نؤكد دعمنا المطلق لنزار زكا. نطالب برفع الظلم عن نزار فوراً واعطاءه حقوقه بأن يلتقِ بمحاميه وبقنصل بلاده لبنان، وبأن ينال حقه بأن يعرف مصيره. نوجه نداءنا الى جميع الحكومات وبالاخص الحكومة اللبنانية ممثلة بدولة رئيس الوزراء تمام سلام ومعالي وزير الخارجية جبران باسيل، بمضاعفة الجهود فوراً والعمل الجاد والعاجل من اجل اطلاق سراح نزار زكا وتحريره. كما ونوجه نداءنا الى جميع المنظمات الدولية المعنية بحقوق الانسان في العالم للتدخل الفوري من اجل انقاذ حياة نزار زكا اولاً، ورفع الظلم عنه.
