How has this not been enforced already? How many people have to die before the government will do something

I suggest to cancel the left driving state of tourists come to New Zealand to drive, because of the traffic rules completely different, As more and more tourists, tourist traffic accident rate is increased, the government should change the related regulations

Quite agree. Safety is the most import for all people on the road. Foreigners can rent local car and drivers to travel. Otherwise pass the test.

Many overseas drivers do not practise driving a lot in their home country after getting driving licence. Besides the road conditions in NZ is very different from their hometown.

So far, NZ people are the best people I've ever seen in the world, we should really do something to protect the people the communities and the environments here, and I know we could achieve that by just little steps.
Since I've been living in NZ for almost one year, I'm fully aware of this situation, so I strongly propose that --- Not only the drivers who are holding a 3-month-visa must apply NZ driver's license, but all travelers who are going to rent a car in NZ must as least pass the online theory test(regular test, not designed for travelers). They should complete the test when they pick up their rental car at rental companies, with inspectors. All travelers should fill up their information and submit a hard copy of Passport to NZTA online before the theory test, if they pass the test, then NZTA will give them an UNIQUE CODE. Once the person has been passed the test, then rental companies could provide a car and attach the test result and the CODE to the rental contract. Rental companies should take up their social responsibilities, cause they are standing at the frontier that protecting the people here.
That's really easy process without increasing too much government cost, and it's worthy doing such a thing to protect the peoples' life.
