Visitors who want to rent car and drive in NZ, all need to pass the exam, , no matter how long their permit period are.

I think foreign drivers must be coached by certified organizations no matter what kind of VISA they have, if the coach/organization thinks the driver is inexperienced or not suitable to drive, she/he can't drive, otherwise it is law-breaking. I know in China people could buy their driver license without even knowing how to drive which is awful. Also express highway in China is mostly straight which is easier to drive compared to that of NZ. When facing life and death, you could never be too cautious!

One.....is too many people being killed on our roads by foreign drivers who don't have knowledge or experience in driving on New Zealand roads.............

I agree that a foreign driver licence doesn't mean he/she is suitable for driving in New Zealand. The driver should pass test before saying sorry. This is about our life, we all have one only.

That the House pass legislation requiring any visitor to New Zealand who wishes to drive a vehicle while in the country, be required to sit a full New Zealand driver’s licence test and be issued with a New Zealand Driver’s Licence.

It's their right to visit New Zealand, for it's really worthy, however, it's our need to keep a safe place for us to live in!
