I agree with the concerns that have been shared. With the large number of apartments, I feel confident that the 282 parking spots will not be enough. People will be parking on the street in front of the single family homes near the complex and along Pony Tracks Drive. With the street parking, it's going to be harder to turn in to the neighborhood at the Pony Tracks Drive intersection With this being a low income complex, I am concerned about possible increased crime and drugs. I am also concerned about the extra traffic through the neighborhood .

Please don't build this apartment complex at this location. It is already congested and busy enough by the school. Please consider the safety of the students.

Parking Shortages If the proposed development does not include adequate parking spaces per unit, overflow parking may spill into the surrounding neighborhood streets. This could create tension between existing residents and new tenants, while also making it more difficult for emergency or service vehicles to navigate. 3. Strain on Local Infrastructure The current water, sewage, and electrical systems may not be equipped to handle a sudden increase in demand. Without careful planning and investment, this could lead to service disruptions, increased maintenance costs, or infrastructure failures. 4. School Overcrowding Local schools—especially if already nearing capacity—may not have the resources, classroom space, or staff to accommodate a sudden rise in student enrollment. This can directly affect the quality of education and student well-being. 5. Safety Perceptions Around Schools Although not always supported by evidence, there may be community concern about increased crime or safety issues near the school. Please, for the love of all that is good and holy in your hearts, do not yet again bend your souls and cowtow to the whim of the corrupt housing developers. This is against the will of the people and you ought to be ashamed of yourselves individually and as a whole if you consider anything but a total rejection of this land use issue. Please vote with the tax paying people of this city and do not approve this measure.

Please do not build any more multi unit residences at N. Carefree and Peterson Rd. We are being squeezed out of this neighborhood with the cars parked on the side streets night and day and it is now dangerous to get on to Peterson Rd from a side street due to the volume and high speeding of cars.

N Carefree and Peterson are so busy, due to developments that have been or are being built in the past year, east, west, and south of this site, that it’s nearly impossible to get out of the neighborhood without getting hit!,”.

1. This is a heavily congested area already to add 144 x 2 vehicles per apartment will increase the current workload on the streets; 2. With Sand Creek High School walking to and from school during lunch as well as going to school in the morning and going home in the afternoon increase the potential of a student getting hit and hurt badly. Ther city can ill afford a lawsuit because of this decision to add this development in this area; 3. Lastly, water is the main issue in this area. Twenty-five (25) years ago a new water reservoir was planned for development on highway 94. To this date nothing in this area has been developed or built to support the residents of Colorado Springs. Before anymore development is added to Colorado Springs the water issue needs to be resolved. To have residents go thirsty because of bad planning on the city's part is inexcusable. Housing is not the number 1-5 issue but water is definitely number 1!

This area is already experiencing the detrimental effects from the increase in rental units/homes along with the limitations stemming from recent legislation within the subdivision leading to crime, noise, litter, unkept properties, out of control 24/7 parking congestion on streets that were not designed for permanent on-street parking and the over-all decline of the area due to the diminished amount of home ownership. There is no need to strengthen these negatives in our location and to line the pockets of out of state developers who will never experience any of these results.

The developer at the last meeting admitted that 50 percent of residents at Interquest Ridge are single female-headed households. If the same demographic will exist at Flats at Sand Creek, then crime will ABSOLUTELY go up, since this demographic contributes the most to delinquency, educational failure, drug use, gangbanging, crime, out of wedlock births, etc. etc. 80 percent of the prison population comes from single-female headed households. Does the city think it's a good idea to put these types of potential problems next to a high school?

I personally attended the appeal hearing and was the last signed speaker at the hearing against build the proposed development on the corner of N. Carefree Cir. and Peterson Rd. This will add an extremely high amount of traffic during school hours as well as pose a problem with parking in and around the near home owners paying HOA dues for their properties in accordance with their HOA Covenant. The development design does not have sufficient parking within it own property therefore overflow parking 24 hours a day can and will trickle into HOA Covenant compliant home owners property. There are not sufficient resources within 1 mile walking distance to support a 144-unit, Multi-Family Development. There is a Maverick gas station and a Starbucks directly across the street from the proposed location. The Maverick is challenged daily during open school hours by dozens (if not hundreds of High School students) mandated to leave their back packs outdoors to minimize shrink of in-store goods during school hours. Furthermore, the store staff is burdened with the responsibility of enforcing back packs staying outside of the store when overwhelmed by high volume student arrivals and departures. The 4 corners of N. Carefree Cir. and Peterson Rd. are extremely during any time of the day as Peterson and N Carefree Rd are bypassing North/South and East/West routes for travelers on N Powers Blvd or Marksheffel Rd. Human lives are at great risk as there are not sufficiently timed/protected traffic lights for cars and pedestrians or lanes with Green Ball or Green Arrows to protect citizens crossing the street (especially during school hours of operation). A new traffic study is STRONGLY ENCOURAGED during open school drop off and pick up hours. THIS NEEDS TO BE RE-DONE as the ever growing Marksheffel Rd community has developed substantially since the initial traffic study and a new study would provide necessary data for qualification and comparison.
