PROPOSAL: THE AI USAGE TRANSPARENCY MANDATE

1. Purpose and Scope

The purpose of this Declaration is to ensure that users of Artificial Intelligence services (the "Services") are provided with absolute clarity regarding their consumption entitlements. This applies to all AI Providers, including but not limited to OpenAI, Anthropic, Google, and Grok.

2. Mandatory Disclosure of Quotas

The Provider shall disclose, in a clear and prominent location within the user interface, the exact numerical limits ("Quotas") assigned to each user account. These Quotas shall be expressed in Total Requests or Token Counts, as defined by the Provider’s specific architecture.

3. Time-Window Granularity

The Provider must explicitly state the maximum permitted usage for the following three distinct intervals:

  • Monthly Quota: The maximum allocation for a 30-day billing or calendar cycle.
  • Weekly Quota: The maximum allocation for a 7-day rolling period.
  • The 5-Hour Window: The maximum allocation allowed within any continuous 5-hour period.
4. Real-Time Tracking Requirement

The Provider shall maintain a Usage Dashboard accessible to the user at all times. This dashboard must show:

  1. Current Consumption: Real-time data for the Monthly, Weekly, and 5-Hour windows.
  2. Remaining Balance: The numerical difference between the Quota and current usage.
  3. Reset Timer: The exact time (in the user's local timezone) when the respective Quota will refresh.
5. Regulation of "Unlimited" Service Claims

Marketing a plan as "Unlimited" does not exempt a Provider from the disclosure requirements of this Mandate. Where "Unlimited" access is offered:

  • The "Floor" Disclosure: The Provider must still disclose the specific usage threshold at which a user may experience "throttling," "deprioritization," or a transition to a lower-performing model.
  • Service Continuity: If no such threshold exists, the Provider must legally attest that no automated usage-based restrictions will be applied to the account regardless of volume.
6. Prohibition of Vague "Fair Use" Throttling

Providers are prohibited from restricting access based on "Fair Use Policies" unless the specific numerical parameters of said policy are disclosed to the user in the formats required by Section 3 at the time of subscription or registration.

Agreement Statement

By providing Services to the public, the AI Provider acknowledges that "Transparency is the bedrock of Trust." Failure to provide these specific metrics shall be considered a breach of consumer transparency standards and may be grounds for service credit claims or regulatory review.
