Ordinances like this is what makes Los Angeles such a mess. Landlords cannot repair and rehabilitate a unit without sharing that cost with the tenant. Tenants abuse a austen that heavily favors them without any benefit to small landlords, some of whom share the property with their tenants. There are better ways to help tenants.

The high cost of materials and contractor costs, insurance, taxes, etc. to maintain my property so it keeps the neighborhood clean, friendly and safe are not going down. Imposing rent controls is forcing us to not upkeep the property properly. If taxes, insurance, materials, contractor costs, etc. were also limited it would make sense. But all of these costs are skyrocketing. Please do not penalize property owners that are trying to help the city and planning department by keeping neighbors friendly, safe and kept up. Squeezing us only creates a future slum. Please, in your city regional planning departments, create other means for affordable housing, community housing, vertical housing, shared housing. Additional onerous rent regulations will disincentivize landlords from providing quality housing. We already have state rent control in place, which I believe is sufficient enough. Ultimately, this “bandaid” fix will only exacerbate the housing problem. The true solution to the problem of unaffordable rents is simply to build more housing, which would be a much better use of the city council’s time, energy and resources. Please consider more measures to increase the supply of housing. More rent control only makes the problem worse, as noted by the vast majority of economists, and most notably by economists and researchers at the UC Berkeley Terner Center for Housing Innovation, where they advocate for more housing supply as the solution, not more rent control.

Unfortunately, my husband and I are not rich. We do most of the maintenance work ourselves ( we are in our 70’s ) due to the high cost of repairs and maintenance. The property we own is our retirement income. Somehow, legislators think that all property owners are rich but most of us only own one or two properties. What are our rights to live comfotably?

Salinas rental registration was a bad idea. Rental Stabilization is worse. City of Salinas dropped the ball when trying to build housing. Rental stabilization will mean NO new housing, because of the new rules.
Use San Francisco, Oakland, LA & New York as a testament to housing failure.

Please do not pass the pending Salinas Rent Stabilization Ordinance. It is way too restrictive toward landlords. You need to reach out to local landlords and property managers to negotiate a mutually acceptable ordinance. Although I only own one property in the Salinas area, the income from it greatly supplements my Social Security benefits, which is very important for a retired senior as I am. Thank you.

Rent control has the opposite effect on rents. As a landlord, I end up raising rents yearly on tenants that I would not have otherwise raised. It is the unintended "raise or lose it" consequence of such policies.
