PETITION TO ENSURE THAT SCHOOLS AND EMERGENCY SERVICES GET THEIR FAIR SHARE OF PILOT FUNDS IN HOPEWELL TOWNSHIP. • The PILOT (Payment in Lieu of Taxes) program was designed to entice development in areas in need of redevelopment or rehabilitation, by offering a reduced tax burden for the developer. • PILOT projects are usually industrial, office, or retail space, so they generally do not impact school budgets or resources, as there are no permanent residents attached. • Hopewell Township is increasing housing by 45%, which will create the need for more capacity in our schools and an increased need for emergency services. • All annual service charges collected from the properties constructed under a PILOT program are paid directly to the municipality, and do not have to be shared with local schools and emergency services. • Current Hopewell residents will be forced to pay for the increased costs in the form of higher taxes. Petition Request: We are requesting that the Hopewell Township Committee pass an ordinance requiring that all residential PILOT funds (including PILOTs for the current housing) be divided in the same proportions that regular Hopewell residents pay, which includes funding for schools and emergency services.

The momentum behind this petition proves that the Hopewell Township Committee can no longer ignore our demands while they prioritize developer profits over our schools. They think they can hide behind these backroom PILOT deals but they have clearly underestimated our resolve to stop this tax burden from falling on our shoulders.

One reason I moved here from North Jersey 15 yrs ago was for all the open space Hopewell offered. So disappointed in the plans for the new housing construction.

Taxes are already unaffordable here. The approvals have been ridiculous, and the new construction of housing is out of control!

I can barely afford to live here now. I cant believe all the overbuilding in the area. Of course it will mean more schools. Of course it will mean more taxes. STOP

I am a senior and lived on Hopewell Township for 62 years. My taxes are too high as it is. I am on a fixed income and at this point in my life I don't want to have to move because I can't afford the taxes.

Very concerned with the borough Of Hopewell Council not hearing the citizens concerns about over development, going all the way back to the Castoro proposal before covid.
