Here in Mexico where I live, kids ride quads down main street in front of police. Without helmets! No one cares. Y'all have gone a little crazy with the regulations in general up there. If the person isn't hurting anyone, it shouldn't make a difference where or what they surf.

The area known as DogPatch has such a limited break, the SUP Surfing and Butt Boarders are as cramped into a small are, they are not asking for a large area, just to able to ride a wave for more than a sec.
San Onofre is all about surfing the waves, the SUP's and Butter Boarders are doing just that, trying to get a decent wave to surf to enjoy the ocean like everyone else at San O
