It's outrageous and very insensitive for a public entity to apply an exorbitant rate on already struggling citizens. If it is absolutely necessary then do it bit by bit.

The city status for Eldoret hasn't yet had a significant consequential improvement in the living standards of the residents that should result in punitive water bills that are unrealistic and unreflective of what is the actual state of Eldoret city' economic status. The increase should go hand in hand with the elevation of the life standards.I.e more industries thus proper absorption of the unemployed to the job industry. Improved infrastructure including drainage, and proper sewer systems.Efficient supply etc.
