We call on the Scottish Parliament's Infrastructure Committee to investigate the fitness for purpose of the Scottish Housing Regulator. The investigations should focus in particular on the failure of the SHR to ensure the application of due dilligence in the award of the £77 million contract in 2008 for housing in Dumfries & Stranaraer by the Dumfries and Galloway Housing Partnership to R & D Construction Limited.

The Committee is asked to consider instigating a judicial review into the actions of the SHR.

The silence from the Scottish Housing Regulator continues but their refusal to address how that contract was awarded only confirms why this investigation is necessary. I am spending my time compiling the evidence of their negligence to ensure the committee understands the scale of the failure in Dumfries and Stranraer.

Reaching this new level of support feels like a turning point for everyone who has lived through the consequences of this contract failure. Seeing so many people recognize that the Scottish Housing Regulator must be held accountable gives me real hope that we are finally being heard.

Dont understand how 1 company could be awarded such a huge contract when it was public knowledge they were in financial trouble.

Too much to comment on but agree that so many r and d staff left for dghp? Inside info? This company should never of got this contract . Left utter devastation . I lost money , laid off staff and had to pay from own pocket as well as losing all our equipment.

The Regulator's role needs to be seriously considered. Housing seems to have been turned upside down by an unregulated quango.

There are multiple reasons why there need to be various investigations and a judicial review. The role of the Peelhouses data centre site is critical to understanding what was happening at R&D Construction Ltd in the time leading up to the awarding of the contract. The Broad Group report(s) to Scottish Enterprise and Arthur McCourt's report to D&G Council should have sounded alarm bells.. The failure of local elected representatives as well as Council and Goernment officers to take appropriate action when so much was at stake needs to be probed in depth. For the future lessons must be learned. A revitalised electorate expects that those who make decisions on our behalf make decisions in an accountable and transparent way.t

I would fully support an investigation into all aspects of this contract and the awarding of it. I believe this to be long overdue. As a former director of one of the sub contractors involved, R & D's failure to complete the contract contributed greatly to the eventual closure of my company with the resultant loss of over 100 jobs.
