Maybe Manx national Heritage, The Tourist Board and the operators of the trams, trains etc. could amalgamate and become a new department of government (saving money by amalgamation) looking after all of the treasures we have and begin to market these things with some zeal.

The government needs to maximise what it offers visitors, and heritage attractions such as the horse trams surely fall into this category.
