THE BEACH BOYS HAS BEEN THERE SINCE I WAS A KID IN THE FIFTIES AND IT IS NO RIGHT FOR THE CITY TO AWARD A CONTRACT TO A GROUP AND THEN TAKE IT BACK BECAUSE OF A COMPLAINT BY ONE OF THE BIDDERS. THEN DO IT AGAIN AND THEN FINALLY GIVEN IT TO A DIVE SHOP WHO HAS NO KNOWLEDGE IN THIS BUSINESS
