THE PEOPLE OF THE CITY OF DETROIT hereby declare that we seek to organize a new county in the State of Michigan by reducing the size of Wayne County and organizing the Cities, Townships, and Villages of Detroit, Highland Park, Hamtramck,Harper Woods, Grosse Pointe, Grosse Pointe Farms, Grosse Pointe Park, Grosse Pointe Woods, Grosse Pointe Shores, River Rouge, Ecourse, Lincoln Park, Allen Park, Southgate, Riverview, Wyandotte, Trenton, Gibraltar, and Grosse Ile, into a new County named Detroit County. We believe that by reducing the size of Wayne County, and organizing a new Detroit County, that this would result in better public services to the residents of both counties, and better administration for the State of Michigan. We hereby petition the Legislature of the State of Michigan to reduce the size of Wayne County, and organize a new Detroit County.
