A person like this is too dangerous to be loose, he shot a dog this time. Next time he might decide to do the same with a child or an adult. His complete lack of consideration for a life, any life, just shows that he has no problem killing and the next time he might kill a child or adult just for the same reason. He needs to be taken out of society and placed where he can be watched like the animal he is.
