If you don't arrest and charge this evil person with felony cruelty it will be quite obvious that "he knows someone" in the community who is protecting him.This family is heartbroken..this man KNEW the dog was not dangerous and HE SHOT TO KILL. Charge him or risk your town being shown all over the country as heartless, uncaring and not taking animal cruelty seriously because I for one of MANY have already shared to thousands.
