Much change is needed. Eliminate the 20% owners voting to have q valid election. We can vote for the president of the USA without a minimum number of voters! Hard enough to get people to vote when 60% live outside the USA. That's how bad board members keep control. Just one example

No more abusive associations. We need laws that protect homeowners and exemplary punitive laws.

The state, when changing the law, should require every Board of Directors to file publically the financial reports. I suggest every 6 months. This action alone, will help prevent the type of malfeasance committed in the Hammocks during more than 5 years and, perhaps by several Boards. The reason why this could be done without violating any constitutional rights of a private entity, is because, in a community suchs as these, it is no longer just "private" is a public group of "consumers" and the state as well as the federal government have regulations in place designed for the protection of consumers. Also, similar to what goes on in other sectors, such as nursing homes, when there is a complaint or serious allegations of financial wrongdoing, by the owners, it should be an immediate investigation, and its finfinds reported demanding corrective actions, so it does not go unnoticed for years.
