I would hope that this wouldn't be a taxpayer funded initiative just like Waverly, IA through there public utility being an opt in program and the cost of the service split amongst the invested parties. There have been a lot of major failures that have cost millions of dollars of taxpayer money for a telecom startups in communities around the US that ultimately don't get off the ground. I grew up in Decorah and have since moved away but I am still very much interested in this endeavor. I love increased competition currently in the town I live in now there are 4 different ISPs that I can get internet from ranging from 10 MB to 1 GB with the increased competition in the area it has the companies competing for business which has driven the price down and speeds up. I would also argue If you really wanted to be progressive why not look at jumping over hardline fiber into everyones homes and instead add WIMAX towers. Fiber is great for transmitting alot of data over long distances but why not end at a hub and put a tower in instead. You only need a WiMax tower every 4- 6 square miles vs Wifi that is 24-40 access points per square mile. You could easily cover Decorah with much less investment of fiber around the city.
