I am familiar with the Solano Tunnel & agree that a stop sign is necessary here as well. It won't create undue delays & will make entering from Western safer.

I think flashing lights is a great idea. Also a mirror so cars wanting to turn from Western have a visual of the traffic inside the tunnel.
