These proposed changes will greatly affect the healthcare needs of many people in a negative way. Our ERs would be overran with patients seeking medical care for non emergent issues causing sever wait times for emergent issues. Also, these people would be unwilling to pay. The hospitals would have a huge amount of uncollectable debt which would then cause them to increase the costt of services costing more money for everyone.

I think it would be a travesty to cut the HealthNet program. This program is in place to assist those who are in need of ongoing health management. Which includes seeing a doctor regularly as well as receiving medications to maintain their health issues. The people that qualify for this program are unable to receive Medicaid or to obtain private health insurance. Many of the people who qualify for this program are homeless or very low income and can barely survive financially. If this program is cut then all those people who will have no other resources will either flock to the ER when their health gets so bad that they will accrue very high medical bills that they cannot pay. They will not be able to get the medications they will need to continue on, to be able to keep their health stable. But many will also give up entirely, causing a huge increase of fatalities due to poor health. This should not, and cannot happen. Please keep the programs in place to allow those patients that cannot get continued health care, to be able to get the help they so desperately need.

Cutting the funding is being penny wise and pound foolish. The health care return on the dollar through the Free Clinic system is much more efficient than using the Emergency Department and allows patients to have a medical home.
