Surely planning permission can be granted retrospectively. If the sanctuary is told to close this would be bureaucracy gone mad!

He needs support and funding rather than pull it down and have to rehome these animals!!!!

This man has selflessly decided to look after these poor animals. Surely we should be rewarding and assisting him instead of looking to dismantle what he has built, due to him not having a few bits of paper signed.
Why does Newport council not help him and possibly create this into an attraction for visitors if money is the issue... which is always the case in these matters.

If operational development took place 4 years ago it is immune from enforcement. If change of use has been ongoing continuously for 10 years or more it is immune from enforcement action. I will have a look at it and provide planning advice pro bono.
