Hens should be allowed in town. They aren't "loud" and so long as they are cleaned up after, then it should be good for the earth, the economy and EGG prices locally.

Allowing residents to have a small flock of chickens is in line with being self-sufficient. We all need to be able to depend on ourselves more and also give more children an opportunity to learn to care for livestock.

Small home flocks can be a great resource for communities.
Small flocks have been proven to reduce stress as well as waste due to them being able to eat a wide variety of leftover foods that would normally be disposed of in garbage facilities.
They are amazing for bug as well as rodent prevention and eradication.
Roosters are also amazing alarms to warn hens when there are arial predators in the area, indicating when the hens should seek cover if not in an enclosed run.

Chickens provide food and return nutrients to the soil. Anyone willing should have chickens. Towns should support appropriate ways to encourage natural self sustaining methods such as small flocks, home gardens, etc.

I don't see an issue with a family owning chickens, but I would set the limit to 6 maximum. There should also have to be a yard size minimum to hit, since it is recommended at least 10sq feet of space for each chicken. Coop requirements usually state around 4sq feet of coop per bird, so if you had 6 birds you would need 25sq feet....meaning at least a minimum yard space of 84sq feet. And that would be sacrificing all of your back yard for that. If people are capable of doing that then we should allow them to, so long as it is well kept.
