More road building encourages more cars as has been proved many times before. Green fields and ancient hedgerows replaced with tarmac and more cars does nothing to halt climate change.

The current bypass is a mess. It needs upgrading and the roundabouts, which cause all the congestion, either removing or being underpassed.

Why don't we just tarmac the whole of England, and be done with it.

It would spoil the way you can walk out to the countryside from N. Chichester, and waste important agricultural land and old meadows. Surely the quality of life of the locals and of the National Park should be paramount.

Chichester already has a bypass which need improving, not replacing. Does Chichester really need a ring of tarmac, no doubt with housing up to its edges all round?

I agree with many of the other comments: flyovers to eliminate the roundabouts are all that is needed. It's Arundel & Worthing that need a more radical solution.

Flyovers make absolute sense. Surely financially as well as environmentally. Then Oving traffic lights could stay open.

Even if this scheme was viable (which it isn't, ruining beautiful countryside which has already been the subject of a rejected planning enquiry for housing, and costing the earth) it would only shift the congestion further east to Arundel and Worthing for which there is no solution. Surely the suggested flyovers on the existing A27 are the better alternative.

Do not take a decision in the short term which cannot be undone in the lomger term. A maior road is a classic example. Concentrate on (even radical) improvements to what is already there.

The existing A27 is THE South Coast Highway. Chichester is one of the 'congestion points'. Why ? ? - because of the roundabouts - 5 of them. Solution : 5 flyovers ...so logical, so easy !
No need for a new destructive road !

For people needing to cross or access the existing Chichester bypass from the south like myself, a northern bypass may seem the solution but it is not. It would have a significant impact on the landscape( partially within the South Downs National Park,) sever many minor roads and footpaths, create another noise contour affecting residential areas and would not solve the existing problem . An online improvement scheme was designed by the West Sussex County Council in about 2005 involving flyovers at the Tesco roundabout and the Bognor Regis roundabout and limiting access to radial roads into Chichester that suffered congestion at level crossing. This is the scheme that still makes sense .
