Dear PACE, I am outraged that the entire Chechen nation is abandoned to the ongoing genocide, this timeunder Kremlin-imposed "president" Kadyrov who is outright follower of Stalin. In fact, PACE "successfully" ignored some key facts: 1. Chechen Republic declared independence in 1991 together with other then-Soviet republics and in accordance with then-laws. Chechen Republics DID NOT SIGN FEDERATION TREATY. So two wars launched by Russia on the Chechen Republic are AGGRESSIVE. 2. During these wars more than 250,000 people were destroyed and more than 100,000 forcibly displaced. 3. Kadyrov regime is relentlessly terrorizing, imprisoning, torturing and killing their own people BECAUSE of the Kremlin's orders. (See lawsuits in the ECHR against Kadyrov). 4. Chechnya is used by Russia as an outlawed territory for Mafia activities. 5. Most of terrorist acts blamed on Chechen resistance, including the most notorious: blowing-up buildings, Nord Ost and Beslan, - turned out to be masterminded by the FSB (or at least with its complicity). 6. As a result of outright West's betrayal of the Chechens who were seeking protection against Russia's genocides (in the past and present) some of COMPLETELY DESPIRED Chechens turned to some Islamic groups BECAUSE they do not see any salvation from the genocide. 7. All resolutions about the Chechen-Russian conflict which were adopted by CoE Russia not only ignored but MOCKED. Considering these facts and the draft of the Resolution prepared by Saidemin Ibragimov, the Head of Peace and Human Rights International Association I URGE YOU: A. To include Chechen Issue into the agenda of the upcoming PACE session. B. To consider Ibragimov's draft as a legal document.
