Living in VA I see dogs outside in this humidity all the time and it breaks my heart. 82 degrees is way too hot to leave a dog tethered outside. Fix this law now!!

Animal rights laws NEED to change! 2 dogs have died in my area recently because they were neglected, and animal control couldn’t do anything about it. The people that neglect these animals need stiffer consequences!!
