These kind of situations take away any chance for a dog/pet to even help itself...if a human can’t at least provide necessary shelter, food, & water - that’s INHUMANE, animals deserve so much more than just the basics but if being limited to only what a person can do for it and that person doesn’t do, charges and prosecution with consequences must become part of the solution.

I once tried to save a dog I saw every day in a neighborhood behind Walmart in Greer. Authorities could do nothing while the animal wasted away before my eyes. PLEASE CHANGE THE LAW SO THESE ANIMALS CAN BE HELPED.

Something has to be done to stop this.Someone should just go and pickup that poor Dog. The owners need to be put in jail not just a fine.
