Repeat offenders should be kept in custody until the end of their trail and found innocent. Bail to be made higher.

We experienced stock theft from one individual three times in three years. Every time he could come back and steel from us as he was out on bail. His first offense was in 2013, 2014, 2015. No convictions on any offence as yet 2017

We are planning to promote more tourist business to Namibia, but are concerned about the failing justice system, giving criminals bail who then commit another crime while out on bail. This is very disconcerting.
