Challenge the admission policy change - KEGS/CCHS Chelmsford from Sep 2013

KEGS and CCHS Chelmsford are proposing changes to their admission policy from Sep 2013 intake to introduce a circular priority area of 12.5 miles to take 80% of pupils.
In addition, KEGS is to open up to 10% of places to students who, in addition to scoring highly on the 11+, demonstrate that they have ‘significant musical aptitude’. (Year 7 entry)
Links to the KEGS and CCHS proposed policy are appended at the end.
We would like to challenge this change of policy on the following grounds:
1. The consultation process is not fair and transparent. E.g. the pdf on CCHS website is not even dated. So when did their consultation process start?
2. The consultation process is rushed and not thought through. E.g. The KEGS pdf provides a map with a circle but it is not clear for those living on the boundary if they are within the 80% priority area.
