This ordinance would be very onerous for property owners with septic tanks, and is overkill from an environmental perspective because the streams and groundwater of the Castro Valley area are not extremely sensitive from an environmental standpoint.

These costs are arbitrary, burdensome, do not serve to address any problem or know root cause of such a problem. They appear to be more in the interest of municipal and service provider coffers, than any understood solution to issues of public health.
